There is another way that the roofer is allowed to perform his roofing practices if he does not currently have a license to do so. He can be "qualified" with the State and local building department by someone else using their license to do it.
This may not be a bad thing but questions should be asked why this method has become necessary. Is he in the process of getting his own license? Is he just not able to pass the requirements for getting a license? Was his license revoked or suspended by the State and local jurisdiction for improper roofing or business activities?
Don't be afraid to ask the tough questions and verify their responses with the record.
